Effectiveness of Restraining Orders Questioned

An Oregon woman was recently kidnapped twice in one week by her former boyfriend despite a restraining order against him.  This incident has raised critical questions about the effectiveness of restraining orders, especially in conjunction with shrinking law enforcement budgets and staffs.
